How do you define technical SEO at an organizational level?

Technical SEO is the discipline of making a website reliably discoverable, crawlable, renderable, understandable and indexable while ensuring that the technical architecture supports the site's business and content strategy.

It is broader than fixing crawl errors. At an advanced level, it covers URL architecture, internal linking, rendering, indexation, canonicalization, redirects, XML sitemaps, structured data, internationalization, performance, migrations, log analysis and technical governance.

A useful mental model is:

Discovery → CrawlingRendering → Interpretation → Indexing → Serving

Google's documentation describes crawling, indexing and serving as the major stages of Search, while JavaScript sites introduce rendering into the processing pipeline.

The organizational distinction matters: SEO identifies search-engine requirements; engineering determines implementation; product/business determines constraints and priorities.
