How do you troubleshoot sitemap URLs that Google isn't indexing?

For a sample:

  1. Inspect URL.
  2. Check HTTP status.
  3. Check robots.
  4. Check noindex.
  5. Check canonical.
  6. Check Google-selected canonical.
  7. Check content uniqueness.
  8. Check internal links.
  9. Check rendering.
  10. Check whether the URL belongs to a duplicate cluster.

A sitemap tells Google about a URL; it does not guarantee indexing.
