Check:

- XML sitemap;

- internal links;

- URL patterns;

- crawl budget;

- server capacity;

- URL duplication;

- faceted navigation;

- publication freshness.

If a site has a large number of URLs in this state, Google specifically identifies this as one of the situations where crawl-budget analysis may be useful.
